一 | JERUSALEM -- It's a far cry from the usual hustle and bustle, so typical of Jerusalem's Old City.The steps of the Damascus Gate have been cleared out. Gone are the fruit and sumac vendors. 二 | 开源就是公开菜谱，大家可以按需调整改良，优化后的版本也能分享给其他人，带动更多创新。

三 | 开源的目的和好处就是开放共享、协作创新。开源大幅降低了AI技术准入门槛，中小团队不用从零开始打造技术底座，可依托成熟的开源成果快速开展进一步创新和垂直应用，节约研发成本，缩短落地周期，加快技术迭代升级，实现百花齐放。

四 | 开放共享的模式汇聚全球开发者智慧，集众智、采众长，带来更多创新活力。开源还能有效推动AI普惠，助力工业、教育、民生等领域低成本智能化转型，并在全球协作中提升我国AI产业话语权。开源并不等于免费。

五 | 开源开放的是模型权重与使用权限，不代表零成本使用，模型落地运行需要算力、电力、网络等，都是实实在在的开销。这就类似前面提到的菜谱，菜谱虽然免费对外公开，但这不代表直接就能吃上成品菜。想要做出佳肴，仍要采购食材、购置厨具，还要花费时间精力动手烹制。同时，开源受许可协议约束，有的场景存在商用限制，企业使用还需留意合规风险。认清开源与免费的区别，才能推动产业健康有序发展。开源与闭源如同硬币的两面，各有优劣。

六 | 当前，开源软件项目数量不断增长、覆盖领域持续扩大，安全漏洞、信息泄露、密码管理等安全问题也随之凸显。尤其是，AI模型能力的增强和应用边界的拓展，进一步放大了滥用风险，虚假信息、网络攻击等隐患不容忽视。

七 | 我国作为开源的后来者，在开源规则、标准等方面仍待补短板。由此可见，开源并非越多越好、越开放越好，而是在开放创新和安全治理之间找到平衡点，在释放开源活力的同时守住安全底线。开源正重塑AI行业竞争格局。过去，少数企业依靠独家技术构筑壁垒赚取垄断收益，如今行业竞争重心转向生态与服务比拼。单纯的模型参数优势不再是核心竞争力，持续的技术迭代、完善的配套服务、丰富的生态应用，成为企业立足的关键。

八 | 企业通过开源吸引开发者共建生态，依托海量应用场景反哺模型升级，依托生态黏性实现商业化落地。这种全新的商业模式，让AI产业从单一技术竞争转向全方位生态角逐，推动我国人工智能产业迈向更高水平。放眼未来，开源正成为中国AI产业参与全球竞争的新优势。站在全球累计下载量突破100亿次的新起点上，在开放中创新、在规范中前行，中国人工智能将为全球AI发展贡献更多中国智慧。（记者黄鑫）。
